Consultation & Independent Examination

Residents were consulted four times during drafting of the Plan, including the statutory consultation phases and a survey which was delivered to every resident of the Parish. These comments clarified and strengthened the Plan.

The submission version of the Plan was delivered to Hart District Council in November 2021, who initiated a further period of consultation. This new set of comments together with the submission version of the Plan was delivered to the Independent Examiner in January 2022, who commended the Plan and proposed that it should proceed to referendum, following some minor amendments. The Examiner’s Report can be viewed on Hart District Council’s website – Examiner’s Report.

Details of each consultation period are listed below.

Phase 1 – Initial Public Consultation

In the spring of 2018, the group held an initial public consultation to establish the community preferences for the Neighbourhood Plan objectives.

The Neighbourhood Plan affects everyone in the area, regardless of age. So as part of the initial public consultations, local schools were approached to gather the views of the younger residents of Yateley, Darby Green and Frogmore.

Spring 2020 Public Survey and Results

As part of the public consultation, the Steering Group launched a public Survey on 29 February 2020 – the second public consultation.

The aim of this was to solicit feedback from local residents and use the opinions expressed to modify the draft Neighbourhood Plan to ensure it is a true reflection of the public’s aspirations for a neighbourhood plan.

Regulation 14 Consultation Period and Supporting Documents

As part of the Neighbourhood Plan process, the Steering Group are required to verify that they have met all the requirements of Regulation 14 of The Neighbourhood Planning (General) Regulations 2012.

Part of these requirements is that there is a public consultation period of at least 6 weeks prior to submission of the Neighbourhood Plan.

The consultation ran from 10 May to 2 July 2021.

After collating all the feedback from the Reg 14 Public Consultation, the Steering Group finalised the draft ready for submission to the Yateley Town Council Planning Committee meeting held on 25 October 2021

Once approved by the Planning committee, the draft plan was submitted to Hart District Council for their official review.

Regulation 16  Consultation Submission Documents

The submission version of the Plan was delivered to Hart District Council in November 2021, who initiated a further period of consultation. The Regulation 16 consultation for the Neighbourhood Plan ran from 24th November 2021 to 4pm on 12th January 2022.
